Per the criteria listed in the "Work in TSVWG must satisfy four conditions" paragraph, it wasn't clear to me how these are or will provide a gating function.  Criteria (1) - (3) seem like they are (should be) the universal criteria for all documents adopted into any WG.  Consider if something more specific to this WG's dynamics is needed.

The main purpose of this recharter is to remove references to the Transport Area, which will cease to exist in March 2024. The WG's scope is not changing, but the charter now needs to define what a Transport Layer technology is.

The second purpose is to update the list of active work areas, as RSVP is no longer an area of focus. UDP and DCCP are also more active.
