IPsec ESP, and SAID, may be derived from intellectual property
described in said patent. If IP ESP, SAID is established as an Internet
Standard, to the extent that Don Halls's Intellectual property is
comprised therein, nonexclusive licenses, on relevant patent claims,
will be made openly available for a reasonable fee, without
discrimination. These licenses will be granted for implementation and
use as defined in the IPsec RFC if it is approved as a standard.
