From the charter text, it's not too clear to me (and that might be fine because domain registries is outside of my comfort zone, hence a COMMENT and not a BLOCK) if you want to specify only the interoperable format to exchange the interoperable format (1), or the rulesets (2) as well.

(1): "there is no interoperable format that can be used that can support many common use cases."
(2): "A comprehensive format specification has been developed, named Label Generation Rules, primarily to support the rules to be used for the DNS Root Zone [Davies]. This group will use this specification as a starting point to develop a common XML language that provides a superset of functionality of current specifications [RFC 3743, RFC 4290, et.al], along with other known use cases"

What is "this specification", the format specification and/or the rules to be used for DNS?
From RFC3743/4290, it seems you want to target the rulesets as well.
Milestones would also have helped to clarify that matter
