Balloting yes, because I'm a big fan of the OPUS work - since the codec seems to be better than all the alternatives in every way ...

I think that the charter is fine as it is, but I have a couple of minor comments:

 - Is there any formal definition for what "low bitrates" actually means for speech and/or music (if the values differ for both)?

 - Is there any formal definition for what "very low bitrates" actually means for redundancy information.
