Is it necessary to have a long list of promotional aspects of Netconf
in the charter? Netconf is already published, the RFCs say what it is
and how it flies.

And I'm not sure it is necessary to advertise YANG either.

Shouldn't the references to BEEP and SOAP here be removed because those mechanisms were made historic:

 - Runs over a secure transport; SSH is mandatory to implement while TLS,
  BEEP, and SOAP are optional transports.
