This sounds like really useful work. With regards to the milestones, is it really necessary to send the requirements document to the IESG? Given this milestone is based on "existing browsers behavior", it may become out-of-date quickly. Also, does this document rise to the importance to overcome the IESG guidance on support documents [1]? I'd personally change /won't/will not/. See Andy's comment on whether a requirements document NEEDS to be published rather than frozen as an I-D, maybe this is a decision for later when you understand the usefulness of the I-D as an RFC.
