consistent with RFC5742.

The IESG has no problem with the publication of 'An Inventory of
Transport-centric Functions Provided by Middleboxes: An Operator Perspective'
as an Informational RFC.

The IESG has concluded that this work is related to IETF work done in tsvwg,
but this relationship does not prevent publishing.

The IESG would also like the Independent Submissions Editor to review the
comments in the datatracker related to this document and determine whether or
not they merit incorporation into the document. Comments may exist in both
the ballot and the history log.

[Ballot comment]
The only heartburn I have about possible interaction with work in TSVWG, is that the abstract clearly says that this is an operator's perspective, but the title lacks that  sort of qualifier. 

I'm balloting Yes, because that's the only possible point of contention I see, and I'm sure the ISE will do the right thing, whatever that turns out to be.
