DTLS 1.3 also has similar work on using wider sequence numbers at the endpoints
without changing the width sent on the wire.
So, the conflict review response might also mention the TLS WG.

I would have been okay-to-happy to see this get published in the IETF stream.
The shepherd writeup notes that there's no obvious home in the IETF without
restricting it to a specific protocol, which is hard to argue with.  In the
absence of an AD expressing desire to AD-sponsor it, ISE seems like a reasonable
home.
