So, if we slavishly obey RFC 3932 we would have to say "The IESG thinks that publication is harmful to the IETF work done in the MediaCtrl WG and recommends not publishing the document at this time." But of course that is inaccurate and unnecessarily rude. I believe we should ignore the strict text of 3932 and say what Cullen tells us: "The IESG understands that the authors wish to bring this work to the future MediaCtrl WG and recommends not publishing the document at this time."

I support Cullen's DISCUSS and would prefer to see this document withdrawn from the RFC Editor publication track and submitted to MEDIACTRL. If this does not happen I would suggest that an appropriate IESG note is attached to the document.
