I believe that this paragraph or section needs removing or at least clarify what "changes" mean in an RFC:

"Participants should understand that this specification has evolved
over the last year and will likely change again as requirements are
further refined. While dramatic changes are not expected and every
effort is being made to minimize gratuitous changes, participants
should be prepared to adopt such changes as they arise."

Similarly:

"In a
later draft, a formal grammar will be used to precisely define the
rules, for now, this section summarized the most salient syntactic
rules for this encoding:"

The "purpose of submission" section needs rewriting for the RFC version, e.g.

Purpose of Publication

The DomainKeys specification was a primary source from which the
DomainKeys Identified Mail [DKIM] specification has been derived. The
purpose in publishing this document is as an historical reference for
deployed implementations written prior to the DKIM specification.

There seems to be some confusion in the WG on the status of this document and when to publish it. I have deferred just to give us time to sort this out.
