Technical Summary

   This is a process change wrt IETF RFC maturity levels.

Working Group Summary

   This matter has been under controversial discussion for
   a number of years. This document attempts to find a
   compromise position by making a small change that
   the authors believe is an improvement, but does not
   attempt to make a major overhaul of the IETF RFC
   classification system.

Document Quality

   Document has received significant review and comment.
