As has been discussed already, this document needs to say something about internationalization: the situation for normalization / canonicalization / comparison of strings is not covered, and needs to be.

-03 has added a sentence about that at the end of Section 3.  There had been some talk if an informative ref to 4282bis.  Perhaps it's worth adding something like this to that new sentence?:

"(see also [draft-ietf-radext-nai], Section 2.6, for information about normalization of identifiers)"

Stephen is putting in an RFC Editor note to that effect and is soliciting comments.  I'm OK with the resolution either way, at this point.
