Is congestion control a security consideration?

Also, when I read the 2nd paragraph of the Sec Cons, I was tempted to read it as a MUST-use for DCCP, or something like that. While I agree with the spirit of the statement, neither 3550 nor 3551 offer much by way of normative MUSTs for congestion control implementation. So, I'm not exactly sure what measures the authors intend to be adopted here at MUST-strength.
