Thank you for providing a helpful introduction, and the details provided in the security considerations. I do not see any transport-protocol related concerns, and will rely on others for review of the security and API topics.

Abstract
Like Eric, I think the introduction should "specify" not "describe" the method. Also, is "This scheme provides" is scheme the usually used word? - If not please consider another word, and does it "define" rather than provide?

I wondered about the sentence: "HPKE is designed to be a fairly low-level mechanism." - Which likely is so, but I wondered if "fairly" is appropriate, maybe something else could be said, or it could be loosened by saying "The HPKE design cab be regarded as a fairly low-level mechanism"?
