Section 1., paragraph 2:

  We can probably clear this discuss up before the call. Why is this
  document going for Informational? If the prodecure in Section 2 is
  required for interoperability, shouldn't it be on the standards track?
  Also, because it is likely that future documents will have to have
  normative references to this procedure.
