Technical Summary

   This document defines a Subcode for the BGP Cease NOTIFICATION
   message for when a BGP connection is being closed due to a BFD
   session going down.

Working Group Summary

   There is a broad consensus within the WG to progress the  
   document.  There was no controversy about any points, and 
   the decision to progress the draft was fairly straightforward.
