Technical Summary
 
This document presents a framework for authorized emergency-related 
communication, specifically within the context of IP telephony. It is a genera
survey of existing prioritization technologies used in PSTN emergency calling 
systems and Internet-based quality-of-service mechanisms. In particular, it 
analyzes the capabilities of these technologies with respect to a few key 
scenarios for emergency-related communications.
