This document is the product of the IP Performance Metrics Working Group.

Technical Summary
 
   This BCP-to-be defines an IANA-maintained
   registry for IP Performance Metrics (IPPM).  It defines and
   requests the registration of an initial set of OBJECT IDENTITIES to
   currently defined metrics in the IETF.

   The document also defines the rules for adding new IP Performance
   Metrics that are defined in the future and for encouraging all IP
   performance metrics to be registered here. 

Working Group Summary
 
  The working group supported the specification.   The work was
   viewed by the Transport Area as needing to be normatively cited
   by the RMON WG's Transport Performance Metrics MIB, so there
   was some cross-working group discussion, and the view was
   supported.
 
Protocol Quality
 
  There specification received very effective review by
  the IPPM WG's Network Management advisor, Andy
  Bierman and also by Bert Wijnen.  Allison Mankin and
  Henk Uijterwaal shepherded the document for the IESG.
