From last paragraph of Introduction:

This is unfortunately not enough, since the AAA
infrastructure needs to know the FQDN identity of the home agent to
be able to correctly handle the assignment of the home agent.

Some further elaboration on this motivation would be nice. Why doesn't the network address suffice? What does the 'AAA infrastructure' do with the FQDN identity of the home agent? If these questions were answered in the draft, it might make the impact of this mechanism on (for example) the security of the protocol a bit more clear.

There are many acronyms in the Abstract and Introduction that need to be expanded.

In the last paragraph of section 1, the document says: "One way of solving this problem would be ..."  Shouldn't it say: "This problem is solved  by ..."

The document uses "AAA NAI extension" and "AAA-NAI extension."  Please pick one spelling.

The text says
"It is assumed that the Mobile IP
messages that would carry these extensions would be authenticated in
the manner that is described in [4], or any follow-on authentication
  mechanisms."

That leaves the mandatory-to-implement status unclear.  It should say "The Mobile IP messages that carry this extension MUST be authenticated as described in [4],
unless other authentication methods have been agreed upon."  This can be fixed with an RFC Editor's Note, I suspect.

2. Requirements terminology

The Mobile IP related described in RFC 3344 [1] is used in this
  document.

TH> Above statement seems to be a duplicate of that below, or is missing
a noun.

Section 4.

The Home Agent MUST provide this in the first Registration Reply sent
to the Mobile Node destined through the AAA infrastructure.  The
extension only need to be included in subsequent Registration Replies
if the same extension is included in Registration Requests received
  from the same Mobile Node.

****>Why is this a MUST?  It looks like the choice to use this is
deployment specific.

A mobile node that recieves this extension in a registration reply
message MUST provide it in every registration request when re-
authentication is needed.  If the mobile node requests a specific
home agent and it has the information available it MUST provide this
extension in its initial registration request.

****>This seems to imply there are no conditions under which the
mobile node would go back to the base state, which seems odd
(at the very least, a failure to reach the AAAH looks like it ought to
result in a reversion to base state)
