The NFSv4 working group is relatively small, as such the answer to this
question is somewhat difficult.  In the shepherd's opinion, working group
consensus was sufficiently broad across the working group to progress this
document.

Yes, there is sufficient implementation existence; significantly for NFSv4,
this has been expiremented with in the Linux client (the largest market
share client).  The write up includes expirence and information gained from
implementation testing.
