TSVCIS is a scalable narrowband voice coder supporting varying encoder data rates and fallbacks. It is implemented as an augmentation to the Mixed Excitation Linear Prediction Enhanced (MELPe) speech coder by conveying additional speech coder parameters for enhancing voice quality.
