My best guess is that it is "here's what the lawyers told us was a good idea in a language the techies can understand" - that it has been worked out between the ABA and the PKIX WG somehow. If the intro/abstract was clear that this is an attempt to capture non-IETF, non-technical advice on how to run PKIX-based infrastructures, I would be happier with it. |
