The document REALLY needs to be spellchecked. I'm sending the authors the output of my review script in a separate email, but that is also likely incomplete.

I am generally in favor of this document and wanted to vote No Objections.

However after checking IDnits (which reported quite a bit of noise) I found that there are multiple undefined and obsolete references, most of which look Normative to me:
