Although I wrote large parts of this document (and have therefore recused myself from the ballot), I do wonder about the utility of publishing this document, as we never acheived WG consensus on the contents...

  I would like to see Section 7 point out that improved cooperation between
  WGs and across areas could lead to improved security in IETF standards.

has completed WG last call and is ready for review by the IESG for publication as an informational RFC.

There were several strong objections to publication of the draft, but not sufficient, in our opinion, to overcome the broader agreement within the working group.  The objections were: 1) the document is not
comprehensive (i.e. does not include all of the comments that were received on it, and 2) the document does not reflect the consensus of the working group.  However, because we agreed at the time the working
group was getting started that the documents could not be comprehensive, because the concern about consensus on document contents reflects a misunderstanding about the intention of the document, and because there was otherwise agreement about publishing the document, we felt the issues raised were not sufficient to block forwarding the document to the IESG for review.

Because the document does have implications for the entire organization and because it is contentious, we would like to request IETF last call, as well.
