Replying to Steve:  the algorithm has a damped reactivity to congestion - part of the resaon is to make sure there isn't a big overhead in terms of IGMP/MLD.

Nits: 

In the introduction "in the spirit of [3] and [18]" might be clearer
if it said "in the spirit of FLID-DL [3] and [18]". A word or phrase
describing [18] would also be good but I don't know what one is.

There's a ">From" that should be a "From" in section 3.1.1.
