- REQUEST indicates that the SCIM Service Provider will complete requests asynchronously only when requested by the SCIM Client

# HTTP Preferences Interaction

In Section 1, you reference RFC7240 for the "Async-response" preference, but this string doesn't appear in RFC7240. In Section 2.5.1.1, the "respond-async" preference described in RFC7240 is used, so I suspect this is a simple error in the introduction.

In what way is this a "profile" of Prefer: respond-async? This appears to simply be using this preference as an element of a new exchange in SCIM.

# Relationship of SCIM and HTTP

117   In a typical HTTP client-server relationship, a SCIM Protocol Client
118   issues commands to a SCIM Service Provider using HTTP methods such as
119   POST, PATCH, and DELETE [RFC7644] that cause a state change to a SCIM

A "typical HTTP client-server relationship" doesn't involve SCIM clients at all. RFC7644 doesn't define those HTTP methods, so it's not an appropriate reference as phrased.

I think you want something more like "SCIM [RFC7644] is an HTTP-based protocol [RFC9110]. A SCIM Protocol Client makes HTTP requests to a SCIM Service Provider using well-known endpoints and request methods, such as..."

# Distinction of PUT and PATCH events

I'd like to see more discussion of the rationale for making these separate events. They make sense to be distinct on the SCIM side, since a client might want to declare the desired new state (PUT) or declare the specific changes to be made (PATCH). But the observer doesn't care *how* the change was communicated to the server, they care what net change was ultimately made. So if a PUT was used, but differed from the old state on only one field, they want to know about that field. Conversely, if a PATCH changed the value of many fields simultaneously, the observer needs to know that all those fields changed.

Thus, I'd think it might make more sense to collapse these into a single "update" event.

I note that the examples lend themselves to the operations somewhat naturally, with one adding a member to what might be a large set and the other fully restating a relatively compact object. Is the goal here actually to have a midway state between transferring the full new state and merely providing notice, by being able to provide a diff of a small change to a large object?

# Bulk Request Operation Numbers and Normative Examples

807   The "txn" claim MUST be set to the value originally returned to the
808   requesting SCIM Client (see Section 2.5.1.1) appended with a colon
809   (":") followed by the request operation number.  For example, if the

What does it mean to have a normative requirement (SHALL) inside an example? Either it's a non-normative example or it's a required behavior.

The example suggests that transactions are sequential and indexed starting at 1. Is this spelled out anywhere? Could a server choose to zero-index the operations? How would the client know which the server is using?

(I would have thought it more intuitive to use the "bulkId" value to identify each operation from the batch rather than generating a new identifier, except that bulkId is optional for the client to include.)

I think SCIM uses "URI" throughout rather than "URL". On a cursory search, I don't see any examples that contain restricted characters that would be percent-encoded in real usage. Is this note even needed? (Though yes, I see this note is copied verbatim from RFC7644.)

In Section 1.3, rather than defining terms as "Abbreviation for...", define the full term with the abbreviation in parentheses, e.g. "Co-ordinated Provisioning (CP):".

Second, "unique to both the Event Publisher and Receiver" could be misinterpreted as being about the identification of those parties, rather than the subject of the event. Perhaps "Such attributes should allow the Event Publisher and Receiver to uniquely identify a subject. Possible identifiers might include `email`, `username`, etc."

# Lack of operational considerations

The spec is straightforward, but the document does not discuss any operational considerations related to the use of the events specified in the document (logging, backward compatibility, manageability considerations, etc.).

This is even exacerbated as we don’t have a data model to normatively define the structure of the various message bodies. I appreciated there are many examples provided in the text, though.

This work received 3-4 reviews out of a relatively small group.  There were no

This draft provides an extension to RFC 8417, which is quite internal to SCIM. 
To my knowledge no area reviews have taken place.  I would recommend an Ops Area and
Security Area review as part of the last call process.

  such as the MIB Doctor, YANG Doctor, media type, and URI type reviews.

While SCIM uses its own schema, this document is schema neutral.  No media types,
YANG models, MIBs or new URI schema are defined.  The working group has reviewed
the event URI sub-registry.

7. If the document contains a YANG module, has the final version of the module
  been checked with any of the [recommended validation tools][4] for syntax and
  formatting validation? If there are any resulting errors or warnings, what is
  the justification for not fixing them at this time? Does the YANG module
  comply with the Network Management Datastore Architecture (NMDA) as specified
  in [RFC 8342][5]?

I've recommended small changes to the authors that they should address prior to AD review.

Specifically:

* Is there a reason Appendix A is an Appendix and not in the body?  It's a little odd to normatively
  reference appendices, and for appendices to have 2119/8174 language.
* Personal preference: I prefer security considerations that begin each paragraph with "The attacker could",
  and then provide a remediation.

I will note that the second one is just a preference.

10. Several IETF Areas have assembled [lists of common issues that their
    reviewers encounter][6]. For which areas have such issues been identified
    and addressed? For which does this still need to happen in subsequent
    reviews?

11. What type of RFC publication is being requested on the IETF stream ([Best
    Current Practice][12], [Proposed Standard, Internet Standard][13],
    [Informational, Experimental or Historic][14])? Why is this the proper type

Proposed Standard.  This is a specification that has gone through working group processes
seeking broad adoption.  The intended document status in the data tracker is not set properly.

    the best of your knowledge, have all required disclosures been filed? If

Thank you for your service as a document shepherd. Among the responsibilities is
answering the questions in this write-up to give helpful context to Last Call
and Internet Engineering Steering Group ([IESG][1]) reviewers, and your
diligence in completing it is appreciated. The full role of the shepherd is
further described in [RFC 4858][2]. You will need the cooperation of the authors
and editors to complete these checks.

Note that some numbered items contain multiple related questions; please be sure
to answer all of them.

## Document History

1. Does the working group (WG) consensus represent the strong concurrence of a
  few individuals, with others being silent, or did it reach broad agreement?

This work received 3-4 reviews out of a relatively small group.  There were no
objections to the work's publication.

2. Was there controversy about particular points, or were there decisions where
  the consensus was particularly rough?

No

3. Has anyone threatened an appeal or otherwise indicated extreme discontent? If
  so, please summarize the areas of conflict in separate email messages to the
  responsible Area Director. (It should be in a separate email because this
  questionnaire is publicly available.)

No one has made any such threats, nor has indicated extreme discontent.

4. For protocol documents, are there existing implementations of the contents of
  the document? Have a significant number of potential implementers indicated
  plans to implement? Are any existing implementations reported somewhere,
  either in the document itself (as [RFC 7942][3] recommends) or elsewhere
  (where)?

There are two OSS implementations and a third on the way.

5. Do the contents of this document closely interact with technologies in other
  IETF working groups or external organizations, and would it therefore benefit
  from their review? Have those reviews occurred? If yes, describe which
  reviews took place.


This draft provides an extension to RFC 8417, which is quite internal to SCIM. 
To my knowledge no area reviews have taken place.  I would recommend an Ops Area and
Security Area review as part of the last call process.

6. Describe how the document meets any required formal expert review criteria,
  such as the MIB Doctor, YANG Doctor, media type, and URI type reviews.

While SCIM uses its own schema, this document is schema neutral.  No media types,
YANG models, MIBs or new URI schema are defined.  The working group has reviewed
the event URI sub-registry.

7. If the document contains a YANG module, has the final version of the module
  been checked with any of the [recommended validation tools][4] for syntax and
  formatting validation? If there are any resulting errors or warnings, what is
  the justification for not fixing them at this time? Does the YANG module
  comply with the Network Management Datastore Architecture (NMDA) as specified
  in [RFC 8342][5]?

## Document Shepherd Checks

9. Based on the shepherd's review of the document, is it their opinion that this
  document is needed, clearly written, complete, correctly designed, and ready
  to be handed off to the responsible Area Director?

I've recommended small changes to the authors that they should address prior to AD review.

Specifically:

* Is there a reason Appendix A is an Appendix and not in the body?  It's a little odd to normatively
  reference appendices, and for appendices to have 2119/8174 language.
* Personal preference: I prefer security considerations that begin each paragraph with "The attacker could",
  and then provide a remediation.

I will note that the second one is just a preference.

10. Several IETF Areas have assembled [lists of common issues that their
    reviewers encounter][6]. For which areas have such issues been identified
    and addressed? For which does this still need to happen in subsequent
    reviews?

None

11. What type of RFC publication is being requested on the IETF stream ([Best
    Current Practice][12], [Proposed Standard, Internet Standard][13],
    [Informational, Experimental or Historic][14])? Why is this the proper type
    of RFC? Do all Datatracker state attributes correctly reflect this intent?

Proposed Standard.  This is a specification that has gone through working group processes
seeking broad adoption.  The intended document status in the data tracker is not set properly.

12. Have reasonable efforts been made to remind all authors of the intellectual
    property rights (IPR) disclosure obligations described in [BCP 79][7]? To
    the best of your knowledge, have all required disclosures been filed? If
    not, explain why. If yes, summarize any relevant discussion, including links
    to publicly-available messages when applicable.

Aaron confirmed with the authors all IPR checks.

13. Has each author, editor, and contributor shown their willingness to be
    listed as such?

Yes.

    If the total number of authors and editors on the front page
    is greater than five, please provide a justification.

14. Document any remaining I-D nits in this document. Simply running the [idnits
    tool][8] is not enough; please review the ["Content Guidelines" on
    authors.ietf.org][15]. (Also note that the current idnits tool generates
    some incorrect warnings; a rewrite is underway.)

The remaining errors are related to artwork, and appear to be spurious.

There are no normative references that should be informative.  There are two
informative references that might be normative.  However, all are published RFCs,
and so there is no risk of a specification not being available.
