Seems like any statements like the following predicting the final
allocation of IPv4 addresses are likely to be out-of-date or
inaccurate.  I suggest eliding text like the following from section 3.1:

   The '/8' IANA blocks for Regional Internet
   Registries (RIRs) are projected to 'run-out' soon.  Subsequently, the
   addressing pool available to RIRs for assignment to Internet Service
   Providers is anticipated to run-out in the following 2-3 years.
