Since it's been in play for a while, I read over the shepherd's writeup and the crypto-panel review, and looked at a few of the diffs. I don't see a reason for us to hold this up, it seems like a worthy document that CFRG worked on a lot and considered ready for publication. That's why I've voted Yes even with limited personal sense of the technology.
