I double-checked RFC 3544 and it unambiguously requires a standards action
to register an "IP Header Compression Configuration Option Suboption
Types" in the penultimate paragraph of section 7.  The IANA considerations
section of draft-jurski-pppext-iphc attempts to do exactly that.

I have thus independently verified Jari's assessment for the IESG Note
(although the registry name isn't correct in that note and should be
fixed).
