The fact that the plan is to have non unique URN in some case is pretty disturbing. We have a long track record of "experimental" values leaking into the general use. I view this as a violation of requirements specified in 3406. 

If they want an experimental namespace they should use the approach in section 3.1 of RFC 3406.

I hope this work replaces draft-montemurro-gsma-imei-urn and that we will not be seeing two requests here.
