I don't think this doc updates RFC7240. It does not change any specification of RFC7240 and implementors of RFC7240 only need to consider this document in the context of WebDAV. Maybe it updates come WebDAV RFCs instead? I'm also not certain that the HTTP Method Registry and HTTP Status Code Registry needs to be updated given that the definition of these things is not changed. However, at least for the Method Registry it might be useful to have a pointer to this doc in the registry.
