Section 1 says: The assertion control allows the client to specify a condition which must be true for the operation to be processed normally. Otherwise the operation fails. It might be a bit clearer if the second sentence said Otherwise the operation is not performed. After all, it isn't a failure, it's just an IF that evaluated FALSE
