Eric: why the original was not IETF stream?
Fernando: DHC did not want this work at that time
Lorenzo: there is an IESG note in RFC 7943
Eric: Do you think this should also apply to PD?
Fernando: yes
Lorenzo: Concerns:

1. doesn't scale to large pools. Need to figure out to what
   pool sizes it would reliable and stateless.
2. In case of DECLINE it loses the stateless property.

Fernando: Might be useful in cases where lease DB was lost.

Suresh: Fernando's comment about "no need for the stable storage"
is what triggered Lorenzo's and Tomek's comment.

No extra features going into 8415bis

David: maybe make it into 'this is good way of generating addesses'?
