Richard Barnes reviewed the draft status (02)

AI: Richard to tag noted issues as deferred. (#4 #88 #89)

AI:  Richard to implement (#112, #113, #114)

AI:  Richard to do limited guidance on preconditions (constrained suggestions)

Philip Hallam-Baker then reviewed a proposal to use  JSON as service layer

The group then discussed next steps.  Ted reviewed the timeline, checked
confidence level from Richard on time to produce input to a last call.

AI: Phil to write a PR to propose changing to JSON-as-platform,
and initiate discussion on list.

Note: We want to get at least one implementation to go to Last call
