Happy Eyeballs - Dale Worley
Discussion among Olle, Christer, Paul, Roman and others on UDP and low
overhead, low state signaling encryption to protect solutions from ALGs. Its a
hard problem Olle: Let's do connection oriented first and then come back to UDP
Robert: it is an error to reduce t1 on one side Adam: doesn't reducing B/F also
cause lots of problems? Robert: lots of analysis needed to determine that.  F
might be easy, B won't.

Action: Focus on flow setup with separate drafts for each transport.

Action: Roman Shpount to send to the list an analysis of DTLS.

Action: Chairs to discuss updating milestones with AD.

Reducing transaction timeouts is out of scope
(Robert Sparks briefly had an action item to send to the list an analysis of
reducing timers F and B, but this does not appear to be needed at the moment).
