Looking for feedback particularly on whether/how to include the hard fail case
for "opportunistic" Looking for consensus to move this doc forward-- "last big
piece of the stub-to-resolver picture"

Paul H noted that: "there seemed to be general agreement on leaving the
fallback terminology alone, and on removing hard-fail from the options." This
reflects the chairs recollection as well. *** END ***

Ongoing implementation work, seeking implementor guidance ("wrong spot for too
much creativity") Research expected, is this a problem, is the draft proposing
a strategy reasonable for adoption? General support ("people who support it,
support it fairly strongly")-- hum w/ followup to list Strong hum in support,
going to the list now
