  * File extension question:  all on call agreed not needed

    * (11) core document should SHOULD on single qNaN, BCP could talk about
    cases where that is not true in more detail; keep I-JSON as the motivator
    for the default

    * Editorial sweep targeted to be done by the 6 Oct - include posting as
    draft.
