  #63 long time, need to decide if we want to do nothing and what the
  implications are in the text. Jeffrey more on one side of the spectrum.
    LL: nothing says any implementation has to do any particular set or subset.
    True with every particular RFC. We can have shoulds about generic encoder
    but not must. CB: must is in 4th paragraph of section 5.6
