Martin Duke: General encouragement to give feedback to the chairs

Current draft

Ian Sweet: Open question about FETCH, reminder for close draft deadline

Suhas: couple of PRs clarifying FETCH in the pipeline
Ian Sweet: present current changelog for draft, issue: bit of handwaving
language concerning SUBSCRIBE
Martin Duke: postpone major changes for next draft
Ian Sweet: Current proposal for SUBSCRIBE header by Suhas, question:
unnecessary fields like priority per item, but only by subgroup is
possible
Cullen: ask for clarification about origin/order of priorities
Martin Duke: Priorities are all over the place right now, delay rework
of priorities for now
Suhas: open PR for priorities, add priority
Magnus: Shouldn't header be a mirror to SUBSCRIBE <- in general:
packaging issue
Martin: lets go back to a this issue when we redesign SUBSCRIBE
Ian Sweet: Enough information to write the draft, related comments
Suhas: Add cornercase for FETCH to fetch beginning of a group
Ian Sweet: Kill track per stream issue?
Martin: anyone else has comments on current changelog?

Motion: Kill track per stream PR (Ian)
Martin: Motion for the mailing list for consensus
Rough consensus after discussion: send out notifications for consensus
on mailing list for killing track per stream + adoption of FETCH, but
remove/add text for now. Can be added later if necessary

Clarification discussion about current draft

Cullen: Confusion about when gaps can occur + related comments
Mo Zanaty: General confusion about root causes for gaps or missing data,
or what both terms exactly mean

Closing stream per track

Martin Duke: (short presentation)
General Problem: it is hard to decide for a relay to decide when to end
a subgroup if explicit notification are used
Proposed rules for UPSTREAM and DOWNSTREAM fins (see slides attached to
agenda)
Cullen Jennings: more rules need for case when UPSTREAM closes
Martin Duke: possible use case for RESET_STREAM_AT QUIC extension
Mike English: Ending on group boundary, does it assume uniform group
sizes -> No
Rough feedback: goes into the right direction, but needs more detail and
time to think about it
Discussion about FETCH_CANCEL vs STOP_SENDING
