1. How the IAB Does its Work (Tommy, Mark)

Tommy Pauly presented suggestions for a new model of meeting for
the IAB. Instead of weekly hourlong meetings, the proposal is
for fewer and longer full board meetings, with other work taking
place in smaller committees and delegated to individual members.
This should maximize participation while reducing time zone '
  challenges.

Warren Kumari noted that standing meeting times are useful
because it's confusing to juggle multiple calendars and multiple
times. Cullen Jennings added that his calendar is very full and
it's difficult to schedule anything that's not far in advance.

Suresh Krishnan suggested meeting as the full group once per
month and trying this as an experiment. Jana Iyengar noted that
this suggested cadence is similar to how many WGs meet.

Several other members noted concerns but agreed to try the
experiment. Tommy Pauly will continue working on a new schedule.

2. Boilerplate Liaison Statements

The IETF receives many liaison statements from ITU-T, and the
IETF does not always respond; this has caused some issues. Tommy
Pauly suggested having all incoming liaison statements from ITU-T
receive a standard response that their statement has been
received. Mirja Kuehlewind suggested that all liaison statements
go first to the liaison manager, who can reply if appropriate.
Colin Perkins suggested that the Secretariat could send such a
response, and there was some debate about which other bodies in
  the IETF could respond.

Scott Mansfield, the ITU-T liaison manager, has proposed text
for a boilerplate response, and the IAB will continue working
with him to find a solution.
