I agree with the view in Barry Leiba's ARTART review that this should be an independent stream document. I have not made any attempt to review the code and algorithms in the document, the algorithms being outside my areas of expertise. I understand that they reflect established practice. Otherwise it appears to be a sound exposition of the virtues and limitations of the algorithm, but may need some additional description of problems that have been encountered during usage. The algorithm has been around for something like 10 years and it may no longer be the optimum solution to the problem areas that it addresses. Major issues: Intended document status should be a publication in Independent Stream. Minor issues: Nits/editorial comments: s1: FNV should be expanded on
