the concatenation of the PEM encoding of the private key (if present) followed
by the PEM encoding of the public key as an ECHConfigList containing an
ECHConfig that matches the private key"

Do you mean "contains a PEM-encoded ECHConfigList whose embedded public key
corresponds to that private key"?

- PEM ECH file” vs “ECHConfig PEM file: are they the same?

Nits/editorial comments:

Typo:
“mechanims” -> “mechanisms” in Security Considerations.
“clarificatrion” -> “clarification” in Appendix A.
