Downgraded status to "On the Right Track" based on Pascal's responses so far
indicating that the intent of the document is quite different from what the
document reads (to me anyway) as saying at present.  Pascal implies the intent
is to be a normative specification of behavior, rather than a discussion of
tradeoffs between two behaviors specified in other documents, being RFC 4944
and the lwig draft.   Such a scope change would require, in my view, more
changes to text than simply what I said in my initial review.
