This document presents a clear and well-structured framework for
Computing-Aware Traffic Steering (CATS). The functional decomposition and
workflows are easy to follow.

From a routing perspective, the framework fits well with existing routing and
traffic-engineering architectures by treating CATS as an overlay that
leverages, rather than replaces, underlying routing protocols.

I think the document is ready for RFC.
