I was assigned the ART review for this document when it was still -14, but now
I checked -15 where many of the comments received are implemented.

The document makes the protocol go from EXPERIMENTAL to PROPOSED STANDARD which
requires a much more robust implementation and testing in real interoperable
applications.

It is clearly speciefied, no major issues. Maybe still a bit too "case
descriptive" (or "example driven" for a protocol specification but this does
not harm its clear description of the various cases.

The -15 can go for publication
