Based on my review, if I was on the IESG I would ballot this document as No
Objection.

This document is well written but has lots of information in a document of this
size due to the many dependencies and references. My only editorial comment is
I would suggest a terminology section as there are lots of acronyms that aren't
defined in the document. Having a background in Routing, this wasn't a problem
for me but might be for other readers.
