This document is basically an IP tunnel over QUIC ;-) Cool stuff, but a intdir review with a specific view on tunnels (including QoS & fragmentation) is probably required during the MASQUE WGLC.

Based on my review this document is ready for publication.

I was grateful to see the document handle IPv6 MTU in a reasonable fashion.

My only NIT with this document was I would clarify Section 7 ICMP error
messages are outside the tunnel to other IP proxies.  Other ICMP Error messages
not from the IP Proxy stay inside the tunnel.
