The document is generally well-structured and detailed. However, in its current form it reads as an early draft: multiple sections are unfinished or contain author notes and incomplete examples. Key mechanisms (fairness ordering and threshold setting) need concretization, and a few definitions (e.g. rate units) must be harmonized. Before advancement, the authors should address these issues. Specifically, resolving the “TBD” items and ensuring consistency between text and YANG will greatly improve the draft’s clarity and utility. Once refined, the draft should serve as a solid specification of CBACC behavior. As written, the ideas are strong but the document is not yet ready to progress without additional editing and detail completion.
