I have been assigned to review this document on behalf of the OPS DIR.

I feel the document is ready with Nits. 

The document is well written, though I found a few gramatical issues I can share
with the authors. 

The architecture is described in detail, and does discuss the operational
requirements of deploying this.  However, the document does not mention
if there has been any implementations built.  From an operational point of view, 
that would be useful in determining functionality.
