The document describes a conceptual data model for representing an operator's
network, SIMAP. The document does not define an actual protocol, this is left
for companion specs. The document extensively describes the different use cases
of SIMAP and defines a set of requirements from the functional, design and
architectural aspects. The Security Considerations section is extensive and
describes a set of considerations that any SIMAP implementation or protocol
needs to address. The security considerations discussed are on data
sensitivity, authentication, authorization and protocol binding scope, write
and simulation operations, cross domain aggregation and transport security. I
find the Security Considerations section to be solid for a conceptual document.
In general, the document is well written and, in my opinion, ready for
publication.
